If moved from FL to CA in February 2016 but have not yet sold my FL house due to repairs being made, can I still itemize my 2016 deductions using my FL mortgage?

I do not have a mortgage in CA and will be filing part-year resident tax forms in CA.

Yes, if you are still paying mortgage interest and other expenses that are deductible for the Florida house you can deduct them even if you do not live there.

Yes, if you are still paying mortgage interest and other expenses that are deductible for the Florida house you can deduct them even if you do not live there.
