There is no work around for not have a credit card or loan.  You will not be able to create an account without one or the other.

TurboTax cannot verify your identity.  You need to:

Verify online at IRS Identity Verification Service website
                                             or
By phone at the toll-free number listed on your  letter
                                             or

If you cannot verify online or by phone, make an appointment at a local IRS office.

use the ID.me website. I did it a month ago and two weeks ago got a letter form the IRS saying if I made this request then I don’t have to do anything else. Even after they prove your identity it will take 6 to 9 weeks to get your refund. I mailed mine in may and I too am still waiting
