Sorry--if you had no taxable income for 2019, you cannot get a tax refund, even if you paid property tax, etc. Tax refunds come from having tax withheld from taxable income.

If you did not have any income ( both earned and unearned like interest) in 2019, you are not required to file. If you did not have any tax withholding, you would not receive any refund.
Generally, when you have no earned income, you won't qualify for tax credits or deductions because you have no income to reduce.
