In order to e-file your state return, your federal return must be e-filed and accepted first. If you mail the federal return, you have to print, sign, and mail the state return. If you want to print them both out for mail filing, then pay your TurboTax fees so you can print. Then mail your state and wait for the refund if you need it to pay the federal tax due. OR--e-file both but say in the FILE section that you will pay the federal tax due by mailing a check instead of paying when you e-file. Then it is up to you to pay your federal tax due ASAP by either going to the IRS site or actually mailing the payment when you can.
Keep in mind that if you are filing the federal return late and you owe, your penalties and interest began to add up as of April 15, 2019. When you do file it and pay the tax due as shown on the federal return, you can still expect a bill from the IRS for the penalty and interest owed. TurboTax will not calculate that--the IRS will calculate it based on when they receive your return and the payment for the tax due as shown on your Form
1040.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
