You misunderstood.
It is not possible to pay a federal tax due from a state refund. The federal and state treasuries are completely separate from each other. You may have seen a TurboTax summary of your federal and state amounts that confused you into thinking one was “paying” the other. That summary just nets the difference between a refund you are getting and a tax you have to pay. Your state is not sending money to the IRS for you.
Not sure what was "pulled from your account"-----was it the amount on line 37 of your Form 1040? If so, you must have entered the information for direct debit to pay your federal tax due from your own account.
Or was the amount that was taken out what you had to pay to TurboTax for your fees?

Just like every year I select to pay what I owe with my refund, which is a payment option with turbo tax. When I finished filling my refund was 1600 for state and owed 400 for federal. I selected to pay with refund and it showed 1600 -400 = 1200 which would be my new refund. Randomly two weeks later after filling, a charge to my bank said I payed the IRS 400.
I don't mind paying out of pocket but my refund should not be charged the $400 for paying the federal. I am a week a away from receiving and I possibly could receive my full 1600. With that said it should show me getting my full refund 1600 Of State and owing the 400 for federal on my turbo tax tracker not the 1200 as my refund.
The only amount for Turbo tax would be the $78 which I payed when I filed.
You will have to call the IRS to find out what the $400 was for. None of that makes sense.

Listen to each menu before making the selection.
First choose your language. Press 1 for English.
Then do NOT choose the first choice re: "Refund", or it will send you to an automated phone line.
Instead, press 2 for "personal income tax".
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions." It should then transfer you to an agent.
