I have tried for a year to get in touch with the IRS, both by phone and mail, but have had no luck.
My 2021 return was initially for $2,7XX, but was amended to $0 by the IRS. On the ‘Where’s my Refund’ site it states-
“
We changed the amount claimed as Recovery Rebate
Credit on your tax return. The error was in one or more of the following:
I was deployed and when I returned I never had a letter stating why my refund was amended to $0.
I am looking for any guidance on what this could mean and how I can contact the IRS, thank you.

The Taxpayer Advocate Service can help with refund issues as Tax Champ @ee-ea says.
TAS is also experiencing delays in responding to you:
“The Taxpayer Advocate Service is currently experiencing a high volume of assistance requests due to tax return processing delays.
"As a result, you may experience lengthy wait times while trying to connect with an advocate or while waiting for a return call.
"We ask for your patience as it may take up to two weeks before we will be able to return your call or reply to your request.”
Those are just generic reasons why they adjusted the Recovery Rebate Credit on your return. A common adjustment is if you claimed the Recovery Rebate Credit on 1040 line 30 when you already got the 3rd Stimulus payment or reported the wrong amounts. Do you have an amount on line 30? The IRS knows they already sent it to you. Line 30 is only if you didn't get the full amount or qualify for more.
How much is missing? Check 1040 line 30. A common reason this year is if you tried to claim the Recovery Rebate Credit (for the 3rd Stimulus 1,400 per person) when the IRS already sent it to you. Line 30 is only if you didn't get the full amount or qualify for more. Not the amount you already got.
They sent the 3rd Stimulus payment (1400 per person) starting in March 2021. Double check your bank statements and check your IRS account (both accounts if married) to see what they sent you.

If you didn't get the 3rd Stimulus check but the IRS shows they sent it to you then request a trace for a missing third Stimulus payment
