The IRS only retains tax returns for the past 7 years. A 2008 tax return is no longer available.
For a fee you can get a complete copy of a W-2 from the Social Security Administration - https://faq.ssa.gov/en-us/Topic/article/KA-02501
@wael-hamdan , On going through your post and the helpful response from my colleague @DoninGA , I am just not sure as to what you are trying to do. Please could you help me with answers to the following questions:
(a) Are you a US person now ( citizen/GreenCard)?
(b) Where is your tax home currently?
(c) If you are not a US person, what are you trying to do i.e. why do you need an IRS account?
(d) Did you file a US federal return for the intervening years or when did you last file a US tax return ?
I will circle back once I hear from you --yes ?
My situation is i left the USA back in 2008 , I have worked in the USA for well over 15 years around ). My green card expired 2017 and I am residing in Australia . I need to access my social security and IRS and in order to do that my only option is through ID.ME and to be able to sign in from ID.ME to SOCIAL SECURITY website I need to add my social security number which I know but the actual card is lost and in order for me to add to my file with ID.ME I must have the physical card handy so a live ID ME staff can see it at the time of identity verification . Since I don’t have the card my other way is to have A W2 from previous year which shows my name and social security number , I tried to request a replacement social security card through social security administration but with no success because my green card expired even though I have foreign passport driver lic …..so I contacted my previous employers but with no success since they don’t keep very old W2 prior years . The main reason I need to access my social security because I was it know that since I worked in the USA for more than 10 years I am entitle to apply for social security retirement regardless what my status in the USA now ( even if you don’t live in the USA and not holding a valid green card ……) so I want to access my account with social security administration and check it out
@wael-hamdan , thank you for your detailed answer. Let me digest your response including what you are trying to achieve. Will come back to you in a day or two. I know that Australia ( is this your home country ? ) does have totalization agreement with US and probably ( I need to read through the actual language ) allows for portability of benefits. Should I assume that you are (a) Australian and (b) meet the superannuation age ?
Will be back.

Yes I am an Australian citizen and in the USA you can apply for retirement when you turn 62 at least but in Australia 67 at least , I don’t have that much info regarding agreement .
ID.me accepts other documents to prove you are you on the call, for example. passport or driver's license.
I can provide the ID.ME passport , driver lic , gas bill …… but the main issue is that in order for me to be connected to the social security website my social security number should be already in my ID ME account which must be verified by a live ID ME staff so that it will be added in my account and since I lost my social security card other way to verify is W2
I need to add that my last tax processed through Turbo tax for the year 2008 and even the years before
Thank you for your message , I am unable to request a replacement ss card because my green card expired , I did contact the ss service which handle the social security services for my country Australia and informed me that . My only option for me to access my social security account is by having a w2 which I have done through Turbo tax back for the year 2008 and before
