@wael-hamdan , On going through your post and the helpful response from my colleague @DoninGA , I am just not sure as to what you are trying to do. Please could you help me with answers to the following questions:
(a) Are you a US person now ( citizen/GreenCard)?
(b) Where is your tax home currently?
(c) If you are not a US person, what are you trying to do i.e. why do you need an IRS account?
(d) Did you file a US federal return for the intervening years or when did you last file a US tax return ?
