I don't know what you mean by "cover letter" since there is no such thing.
If you mean the signature authorization form that some clueless bank agents ask for and sometimes refer to as a "cover letter" then that is a form that authorizes a paid tax preparer to file in your behalf. Since TurboTax is self-prepared software, no such form exists since you cannot authorize yourself. Only paid tax preparers use that form.
Is someone such as a mortgage company or student aid office asking for some kind of "cover letter?" If so, they're probably not familiar with TurboTax. However, are you referring to the Electronic Postmark page, the Filing Instructions pages (which includes some summary info), and the summary page called "2018 Federal Tax Return Summary?" If so, here's how to open your 2018 return back up to get larger PDFs at the Print Center which can contain those extra pages.
NOTE: When you open your return back up, do not make any changes in it if it's already been filed.
NOTE: Do NOT use this method to open a return to make changes/edits to an already-filed return (one that has actually been mailed or efiled.) If you later need to make changes to an already-filed return, you have to go through the formal amending process, and your return must start off exactly as originally filed.
NOTE: Remember all PDF tax documents and tax data files are very sensitive files, since they contain your personal ID info, financial data, and possibly bank account numbers, etc. Be sure to store them safely and securely to guard against computer theft, hacking, etc.
