When you filed your tax return and you selected your direct deposit with the Turbo Visa Debit Card (which is provided by Green Dot) the card will have a zero balance until the IRS approves and sends your refund and it is posted to your account. According to the IRS website What to expect for Refunds This Year more than 9 out of 10 refunds are issued in less than 21 days after the IRS accepts the tax return when you e-file and choose direct deposit as your refund choice.
Where’s My Refund? has the most up to date information available about your refund. The tool is updated daily (usually overnight) so you will just usually need to check once a day.

When you check and the status on Where's My Refund? shows the refund has been sent it can take a few days to be posted to your account.

This status will tell you when we will send the refund to your bank (if you selected the direct deposit option). Please wait 5 days after we’ve sent the refund to check with your bank about your refund, since banks vary in how and when they credit funds.
