I got a letter from oregon department of revenue asking for coppies of my w2s, should I send them or does turbotax take care of this?

No ,TurboTax does not receive any feedback about your tax return once it was accepted.  If you received a letter from your state, you are the one who has to respond to the letter.

I pay TurboTax to handle this type situation unbelievable the level of scanned how can I get a copy of all my W2 forms I provided TurboTax

No, you don't pay Turbotax for this service.  turbotax is software to assist with self-preparation.  Turbotax is not a full service tax preparer and does not take responsibility for your tax return (unless you paid for the Full Service option, of course.)  You are responsible for the contents of your tax return and you are responsible for maintaining your own accurate reliable records, including copies of W-2 and proof of other income, deductions and credits.
