Yes, it is possible that you can get a federal refund and have your MN refund be zero. Your question appears to have been cut off so you may need to repost/clarify. Be advised we cannot see your return in this forum.
If you are confident you entered all income form (W2s, 1099s) information, then TurboTax will have automatically transferred all the pertinent information to your state return. There are normally not many, if any, number entries/calculations necessary in the state returns limiting the error possibilities.
You can view your form 1040 and a summary of your state returns. There you can verify all income is accounted for and verify the Fed Adjusted Gross income transferred to your state return.

I guess the first question I would like someone to answer for me if they can is:
Is it common for states one year to give out hundreds in tax-refunds, and then the next year they don't give out any at all?
My income status has not really changed in the last 3 years and a couple years ago they appear to have refunded me $500 or so.
I dont' see any of those options on the left side of my screen. I just see:

Credit Karma
Mint

If your income remained the same and you have the same employer, then refund amounts generally stay about the same. Minnesota has a graduated tax rate so it is possible, but not common, for your withholdings to be spot on with a graduated tax rate.
Walk back through and double check your W2 state entries in the federal section to make sure you did not make a mistake. If they match what is on your W-2 then find your 2020 W-2 and see if you had less withheld for the state.
You can also preview your state 1040 by clicking Tax Tools>>Tools>>Preview My 1040.
When looking at your M1 scroll to like 10 to see your tax liability then to line 23 to see your total payments. The lines in between will tell you if you had any credits that lowered your tax due to make your refund $0.
Indeed I left some important information out. It looks like it won't allow me to amend my federal tax returns.
If a person makes a mistake on their taxes and sends them in, are they screwed out of the money? Or does the government know you made a mistake and send you what they owe you?
The option to amend the federal return with Form 1040-X is not available yet. You can amend the Minnesota tax return at this time. This link will take you to the form that you need to amend your state return. It will need to be mailed to the address shown in the link.
The IRS does recognize mistakes and sends out refunds if needed. If you need to fix the Minnesota return, you can send in Form M1X and your return will be corrected.

Honestly I don't know if I did them right. LOL. Don't even care. I was just hitting random buttons at the end there. If they don't send me out what I think they are supposed to send me, I guess maybe I'll force myself to go back and look at them again.
