I filed 8582p1 by error last year. This year it is showing up that I need to wait for the form. What should I do?

Use the "Delete a Form" tool to remove the Form 8582 (and any associated worksheets).

After deleting the Form 8582, log out of the program. When you log back in, use the Delete a Form tool to confirm the Form 8582 has been removed from the list of forms in your return. 

Why does this happen? Once you enter (or import or transfer) certain information, the program creates or updates forms and worksheets that use that information.  In your case, the program created a new Form 8582 for this tax year (2017) because you had one for last year (2016).
