I can't submit my state taxes on here for some reason it is showing in process I haven't gotten a text or email saying it has been accepted

Just so I am clear, have you submitted the state return?

If so the timing for each State can vary and it also varies from the Federal acceptance/rejection review time periods.

Your federal tax return must be accepted by the IRS before you can file your state return.

Also, here is some helpful information regarding tracking your state refund if you are expecting one:
