Are there any exceptions to the 3 year deadline for filing an amended return, or does the 3 year time limit apply to every situation?

If so where do I find information in the IRS publications?

You can file an amended return at any time for any tax year.  The 3 year requirement is only for receiving a tax refund when filing an amended return.

It would appear you are a tax preparer. If so, understand that TurboTax can not be used by paid tax preparers

I've been searching for an answer to the "can I file a 1040X" after 3 years - to corrrect a clerical mistake for four days now.  I just found the answer here (I can).  Thank you Thank you Thank you!

How would it help to file an amended return where taxpayer is beyond the 3 years and could not get a refund?  Are there situations where this would help in disputing penalties?
