My 2023 tax returns have finally been sent by the IRS last month. Unfortunately, IRS has informed me that Green Dot Bank sent my return to the bank account that was on my 2023 electronic forms that has been closed for a year. My taxes were filed by a preparer and I don't have access to the turbo tax login they created in order to update my address and bank information. My old bank says they haven't received anything last month and due to my account being closed, they would send back any payment to green dot. I tried to contact green dot bank but they are asking for a green Dot card number; I do not have any of their cards in my possession and I have since moved from the address I resided at in 2023-2024. I tried to contact the preparer and they are non-responsive. This is very confusing and not to mention uncomfortable because I have waited so long to resolve this issue with IRS, and now my return is untouchable. Can Turbo Tax assist me with this matter? Or, Is there another direct number for green Dot bank so I can resolve this matter myself?

once your return is filed Turbotax is out of the picture. It cannot help you with your refund issues.
since your account was closed the refund should have been returned to the IRS which then sends a paper check. however, because you moved the USPS may have again returned the check to the IRS.
you should file form 8822 (change of address form) with the IRS and contact them concerning your refund.
note that it can take 3 weeks or longer for the IRS to process a paper check

It should then transfer you to an agent. Note when its phone line are busy you may be on hold for a long while or disconnected
also note it is a violation of the license agreement for a paid preparer not affiliated with Turbotax to use it to prepare your return.

That sounds pretty unusual. TurboTax login to what? Did you enlist some preparer to use regular "do it yourself" consumer-level TurboTax Online to prepare your 2023 return for you? If so, how did the preparer pay the TurboTax fees? Did the preparer choose to have the fees paid out of the Federal refund? If not, then how is Green Dot even involved in the chain in the first place?
NOTE: The following may or may not apply to you.
If you (or your "preparer") used Online TurboTax and chose to pay your TurboTax fees out of the Federal refund, that payment process involves a third-party bank, which is administered by a company called SBTPG (Santa BarbaraTax Products Group), which, oddly enough, is a Green Dot company. The IRS first sends the funds to SBTPG's bank, which subtracts the fees from the refund then tries to deposit the remainder in your bank account. If that fails, the funds go back to SBTPG's bank, who then either issues a check in the mail to the address on the return (most commonly) or in some cases, sends it back to the IRS, and then the IRS issues the check in the mail.
Because of the long delay in the IRS processing your refund, did TurboTax happen to auto-debit your bank account for the fees? If so, that's more indication that you used that "pay out of refund" service.
If you DID use that service to pay the TurboTax fees, then to check on it you do not contact Green Dot Bank. Instead, you contact SBTPG, which happens to be a Green Dot Company.
To log in to the SBTPG lookup tool, choose the "For taxpayers" portal at:

Then choose "Check with SBTPG." It then provides a lookup form. In the form be sure to select the correct tax year for 2023.
