You would need to check your bank account to see if the payment has been withdrawn.
TurboTax does not take the payment out of your account, they transfer the information to the IRS and then the IRS withdraws the money from your account.
I guess my question then is, does that payment information get transmitted automatically even though I didn't actually file my return because of the extension? The payment has yet to be drawn from my account as of the morning of 4/16.

If you want to check the debit date you specified, look on the filing instructions for your return. It will tell you the debit date the IRS or State will deduct the payment. If you did not print them out you can view them using the following steps:
