You don't have to pay for this year. Just start a 2019 account with some basic info. You need to register a 2019 online account to access prior years

How do I get last year's returns without paying for this year?

That is not true. My 2018 federal and state returns were rejected, i was not notified. now it appears i have to pay for 2019 deluxe in advance to download a copy of my 2018 rejected "deluxe" returns regardless of already paying that fee.
