Have you attempted to "fix" the rejected return?  Try that first, then re-submit your return using e-filing.  You shouldn't be asked to pay again.

You'll need to mail your return, of course.  Here's the TurboTax FAQ with instructions for Filing by Mail.

To request a refund for your state e-filing fee, you'll need to contact TurboTax Customer Support using the info I'm linking below.  When entering your subject matter, don't use the word "refund".  Instead, use the words "billing issue".  A Support rep will be happy to assist you.
