How do I file my 2011 and 2012 returns if I claim no income

If you had no taxable income in those tax years, you simply need to explain that to the IRS.  You can write down on the letter or questionnaire (if one was provided) the reason you did not file.  
  • Example: "I believe I had no taxable income and did not meet the filing requirement, and for this reason I did not file a return."  
What you need to do per the IRS :
File your personal tax return immediately or explain to us:
  • why you're filing late
  • why you don't have to file
  • that you've already filed
  • For more information you can use this link:  Understanding your CP63 Notice
If necessary you can find forms for those years by using this link:  IRS - Prior Year Products

You can contact the IRS if you need further assistance.
  • You can call the tax help line for individuals (1-800-829-1040) to speak with an IRS representative. 
  • Call very early or very late in the day for the least amount of hold time.  
  • Hours: Monday–Friday, 7:00 a.m.–7:00 p.m., local time
