How do I change from mailing in to e-file? **The "add a state" instructions are not working**

I have not printed them or mailed them. The "add a state" instructions are not working, it automatically takes me to the amend area and I do not show an option to click "file" on the left menu like other threads I've read. It either tries taking me through actually adding a state or brings me to the amend screen like I said earlier.
