Once the tax return has been filed it cannot be changed.

A state tax refund cannot be used pay federal taxes owed.

 

You will have to amend the state tax return if you want to change how the state refund is applied.

If you had a state balance due from a prior tax year  then rest assured they will take the refund for the prior year state debt and there is nothing you can or need to do about it.  They should send a letter explaining why the refund was taken and if any is left over then only that amount will be applied to the 2022 return.  You must remember that when you file next year since the program doesn't get this information so you will need to adjust the amount applied when asked to confirm it.

 

Also, if you have a prior year fed balance due and the IRS has alerted the state  then the state will also keep the refund and send it to the feds  if there is a legal offset in place.
