The question makes reference to the refund you received during 2024 for tax year 2023. It's the refund you received last year when you filed the 2023 Taxes.

The question concerns the 2023 state tax refund, if any, that you received in 2024.

You do not "upload" a 1099G.  You key it in by hand.    The question is ab out a 2023 refund that you received in 2024----it is not about the refund you will get from your 2024 tax return.      If you itemized deductions on your federal 2023 tax return, and received a state or local tax refund for your 2023 return----you would have received that refund in 2024.   It is taxable for 2024 only if you used itemized deductions for your 2023 federal return.  If you used standard deduction for 2023, it is not taxable and you do not even have to enter it.

 

If you are not sure if you used standard or itemized deduction for 2023---look at line 12 of your 2023 Form 1040.

2023 STANDARD DEDUCTION AMOUNTS

Single                                          $13,850(+$1850)

Married Filing Separately.       $13,850 (+1500)     

Married Filing Jointly.              $27,700 (+$1500)

Head of Household.                $20,800 (+1850)
