Thank your congress person for cutting the IRS budget so that they are very understaffed and some things take way too long to process ....
If you don't get good info/results from the IRS, you can contact the IRS Taxpayer Advocate for your area. They are especially prone to help if you have a hardship, or if there have been continued delays with lack of info from the IRS. At the following IRS website, find the USA map and click on your state, and it will give you the number of your IRS Taxpayer Advocate.

When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.
First, check your e-file status to see if your return was accepted:

If the IRS accepted it, what does it say here?

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.

this is as sad as I have ever seen this country, the IRS says in its policy 21 days from the time that they receive your paperwork. I hav not heard one single peep out of them, you call and call, nothing. You spend all day on the web site and you get the same stuff over and over. (Still being processed) what the heck. Really people !!! Waiting again

In "normal" times, the IRS says 9 out of 10 who efile and choose direct deposit will get their refunds in 21 days. Since there are millions of filers, that still leaves a considerable number who do not. Some returns are processed fairly quickly, while others require additional processing due to specific items in the return. Some are pulled at random for more thorough investigation.
You mentioned "paperwork", so it's not clear if you efiled or filed by print and mail. The IRS has all but shut down the processing of paper returns and correspondence for the time being due to the Wuhan Coronavirus pandemic. Likewise any efiled returns flagged for further review have also likely been delayed due to lack of staff.
If the IRS "WMR" tool says your return is "still being processed," then in "normal times" (which this obviously isn't) one could phone the IRS and speak to a live agent to ask about the delay. Unfortunately, it appears they have mostly closed their call centers due to the Coronavirus.
The IRS site says:
"To protect the public and employees, and in compliance with orders of local health authorities around the country, certain IRS services such as live assistance on telephones, processing paper tax returns and responding to correspondence are extremely limited or suspended until further notice"
Thanks for the response. After 14 I finally received my tax return, with interest. It was a slow process, but finally worked out. Now, I’m am going through the same process all over again with my 2019 tax return.

If the IRS "Where's My Refund" tool at https://www.irs.gov/refunds says your return is still being processed, then only the IRS can tell you why. Unfortunately, their correspondence is down to a minimum during the Coronavirus situation, and their live assistance call centers are closed for the time being.
If you wish, you may be able to still phone the IRS Taxpayer Advocate Service, since their offices are smaller and are local in each state, and may still be taking calls. Perhaps they can look you up on their system to see what the IRS is doing. They are especially prone to assist if you are having a hardship.

I filed on feb 4th i got a letter saying i was under a random review 60 day review now i cant call and that was almost 3 months ago now this is crazy have you found anytging out yet?
I been waiting 3 months on a random revies we need to figure out what we can do about this
