In "normal" times, the IRS says 9 out of 10 who efile and choose direct deposit will get their refunds in 21 days. Since there are millions of filers, that still leaves a considerable number who do not. Some returns are processed fairly quickly, while others require additional processing due to specific items in the return. Some are pulled at random for more thorough investigation.
You mentioned "paperwork", so it's not clear if you efiled or filed by print and mail. The IRS has all but shut down the processing of paper returns and correspondence for the time being due to the Wuhan Coronavirus pandemic. Likewise any efiled returns flagged for further review have also likely been delayed due to lack of staff.
If the IRS "WMR" tool says your return is "still being processed," then in "normal times" (which this obviously isn't) one could phone the IRS and speak to a live agent to ask about the delay. Unfortunately, it appears they have mostly closed their call centers due to the Coronavirus.
The IRS site says:
"To protect the public and employees, and in compliance with orders of local health authorities around the country, certain IRS services such as live assistance on telephones, processing paper tax returns and responding to correspondence are extremely limited or suspended until further notice"
