None of the versions of TurboTax support Form 8594, and Form 8594 does not seem to be a "stand alone" form that can be mailed in separately, nor is it a Form expressly mentioned on Form 8453 - "U.S. Individual Income Tax Transmittal for an IRS e-file Return."
Play it safe and mail your income tax return this year with Form 8594 attached.

I have the same situation and you are right that none of the versions of Turbo Tax support Form 8594. Will it be ok to file online as it is easier and just submit the entire forms including the 8594 to my local IRS office?
The IRS is a huge, nation-wide, dysfunctional bureaucracy, made all the worse I'd expect by the COVID-19 situation. In the best of times the IRS's left hand has no idea what its right hand is doing. If you get the IRS confused you'll spend more time trying to get them unconfused then the time it would take to simply print out and mail in your income tax return. Maybe what you propose would work, maybe not, but mailing in the complete form will work.
