Form 540X "Are you filing this form 540X to report a final federal determination?" What does this mean? What would be my answer?

Its asking if you have been audited by the IRS and they changed your taxes and you owed additional money from the audit.   If you're not amending CA due to a final audit determination, you would mark NO.
