Does turbo tax offer a advance loan that can be applied for and received in November or December kinda like how h and r block does the emerald advance?

TurboTax is not offering any type of tax refund advance at this time.  If TurboTax offers a tax refund advance it will not be until sometime in January 2021 after you complete and file a 2020 tax return.

No.    At the beginning of the 2019 tax filing season there were refund advance loans available for the first few weeks of the tax season, but you could not opt in--the loan had to be offered to you when you filed.  We do not know if those loans will be offered for the 2020 season.  If they do have the loans again it  will not be until January.
