Yes you have to wait for the amended 1040X to be available. But you have to wait anyway. You should not amend until your first return is done processing and you get the first refund.
You should always wait until you receive your refund (if you are due one) before amending a tax return. Your original return showed a refund, so your amended return will as well. There is also the possibility that the IRS will adjust your original return and your refund, and the adjusted refumd amount will need to be reflected on your amended return. You should just wait until you have received your refund and for TurboTax to make the Amend option available.

I already got my state and federal returns in my bank account. However, I had filed my taxes before getting a 1099 G form, which I had no idea I was getting and also had no idea I had to include it on my federal return but not state (California).
Turbo Tax still says I have to wait until February 15 before the amend option will become available. When I first called, they said it was because that was the anticipated date the IRL will process the returns, but then when I called them again after I received my refund, they said because the IRS requires that date, February 15 and provided me links to their website that don't say anything to that effect. I am unable to find anything on the IRS website (or Google AI search) that says we have to wait until that specific date. Do you have any idea what is going on here?

@GrantH1 What is the 1099G for? You might not need to amend if it is for a state refund.
A State Tax Refund is taxable if you itemized deductions on that prior year's federal return and took a deduction for state income taxes instead of the sales tax. You got a deduction benefit for it so now you have to include it as income. If you took the Standard Deduction it is not taxable and you don't need to report it. Check your 1040 line 12 to see which deduction you took.

I got PFL last year, which is taxable for federal taxes, but not for the State of CA. I got my 1099 G a few days after both my state and federal taxes were accepted, and now I just need to amend my federal return and include my 1099 G income. I was hoping to do it right away, but the Turbo Tax section shows it's not available until February 15 and doesn't explain why, and I've called them twice only to be given various reasons that can't be substantiated via research on IRS' website. I did the standard deduction BTW.
There could be multiple reasons. Biden passed a retroactive law that affects all amended returns and the IRS must update all software back to 2019, so do we after the IRS finishes. All you can do is wait. If you decide to print and mail, it will take months or longer, to process the mailed in return. A little time waiting is much better.
