Does anyone know if filing an amended tax return that drops your AGI below the threshold for the Child Tax Credit triggers payments? If so, are they retroactive?

It is not surprising that your amended return is not processed yet. It is taking at least six months and sometimes longer for the IRS to process amended returns. While you have an amended return pending, your eligibility for the monthly child tax credit payments has not been determined so you are unlikely to receive those monthly payments. If your amended return makes you eligible for the CTC on your 2020 return, then the child tax credit for 2020 will be part of the refund you receive when the IRS mails a check for your amended refund. The IRS does not make direct deposits for refunds for amended returns---they only mail checks.

As for the enhanced child tax credit for 2021, if you do not receive the monthly payments you can get the child tax credit on your 2021 tax return if you are eligible when you file your 2021 tax return in 2022.

If your original return did not trigger payments and the amended return has not been processed yet, it probably will not trigger any advance payments this year. You should receive payments next year based on the amended return, depending on how long it takes the IRS to process your amendment.
