Some users have reported that if they wait long enough (up to an hour) it will print and be okay after the first print.  For some reason it only appears to affect state printing.  Nobody has been able to reproduce this problem is a system that is not having the problem so that it can be analyzed. 

 

It appears that some other process is blocking the Apple OS print function.   At least one user traced it virus software installed long ago.
