The question was about direct deposit for a tax REFUND so the answer is correct.
If taxes are owed and the user requested a direct debit, then they can cancel the direct debit by following the procedure as shown on this IRS website - https://www.irs.gov/payments/pay-taxes-by-electronic-funds-withdrawal
The window to stop or change the deposit is small which most will not catch so that is why we give the above answer ... from the IRS :

The question was changing your routing number which can be done and I have done before. Facts are facts , you can get it done by calling
Saying there is no way means there no window , small ,medium or large , doesn’t matter , it’s possible and I have done it . So, saying there’s “no way” is not accurate and in other words Fails
I was also able to change my routing number before they sent it out . I called the irs customer service number . There’s a way to get it done
