Can the state tax be taken from a federal refund?

Specifically if I have a refund for federal but owe money for state tax can state tax amt owed be deducted from my refund???

No, there is no option to pay your state taxes with your federal refund. The two have separate collection systems when it comes to collecting tax due, so they don't allow you to pay your tax due with refund. Please see below for more details.
