If you are an employee and receive a W-2 from your employer for wages received any employee business expenses are not deductible on a federal tax return due to the tax code changes in effect for tax years 2018 thru 2025.

If your friend is not an employee of the company but a self-employed independent contractor then he reports his income and expenses on a Schedule C. Self-employment expenses can be used to reduce the amount of self-employment income thereby reducing taxable income.
The IRS does not reimburse any taxpayer for their expenses.
Also, any employer may reimburse their employees for their expenses but that is totally up to the employer and is not required.
