I understand you competly i've lived in this state since 2015 and filed taxes here and i've Never had to do a D400 form, i have no idea what it is or why i need it, im honestly confused, because i am able to efile my FED now, but i dont wanna file and then have some issue with my State taxes. what exactly is this form, NO the website DOES NOT provide clarification on what this form is, NO, i do not understand it, and never seen it before.

The Form D-400 is the North Carolina Individual Income Tax Return for North Carolina residents.
Whether you understand it or not isn't really important at this time.
All you need to know is the NC DOR isn't processing any e-filed or mail-filed tax returns right now
.....so TTX won't let you step forward with state taxes until the NC DOR is fully updated their own computer system and calculations, ANNNND even then, after they are finally done, the NC DOR has to approve the TTX data format that they will receive.

What I’m not understanding is why some people are able to file via Turbotax and this form isnt coming up as delayed and some of us are getting the notice that it’s not ready.
Those individuals could be choosing to file their federal first and their state at a later time @Sarahbishop.

@DeesNeeds Form D-400 is the main form that you need to file a North Carolina income tax return. The individuals who are filing without receiving a "delayed" error are either not NC residents OR they are NC residents who are choosing to only file their federal tax return, and save their state return for a later date.

This is not accurate, as my father, a co-worker, and a friend were both able to file NC state taxes.
I also want to point out that I was just able to successfully file with H&R block for both federal and North Carolina state. It looks as if Turbotax isn’t up to date with their software and/or availability knowledge. Sorry for the lost customer (of 14 years), Turbo tax……. I just wanted to be able to trust that what I was being told was accurate.
it won’t be available for efile until 2/24. The date keep changing. it’s the the form for your state taxes.
So I went through the online H&R Block file for Federal and State in NC and no warnings about D-400 like I receive from Turbotax? This appears to be a Turbotax issue maybe? Software is up to date, so why does H&R Block seem to pass through just fine unlink Turbotax?
