Ammended tax return was returned by the IRS, but not sure what they want me to do, and unsure I even needed to file the form to begin with.

I ammended my 2019 tax return which was accepted just fine back in Feb. I received a 1099-B after (I didn't even think I would get one because the gain was only like $0.38). Being the proactive person that I am, I went and mailed in an ammended tax return with the 1099-B just for visibility sake, even though it wouldnt have resulted in any change in my actual return. In hindsight, I realize now I probably should have just left it alone and only done something on a reactionary basis if needed (which probably wouldn't have happened.) Nonetheless, I just got the 1040-X returned to me by the IRS today with the attached form (8009-A) with box 7 "other" checked that basically said there wasn't sufficient info outlining any changes, and to correct that info. They also wrote "incomplete" and the date on the 1040-X itself. So, I really don't know what else to include. The one thing I'll note is columns A, B and C (original amount, net change, and correct amount) on the 1040-X were blank as filled out via TurboTax. It seems this is referencing previous tax years that don't apply here and I assume they were left blank via TurboTax for a reason. The IRS highlighted these columns though as well, almost signifying I was supposed to put info here. The reality is there is no change, so is this the IRS's way of saying "yeah we're confused why you even sent this?" or are they really expecting me to complete this in some way and turn it back in again. I feel like I just made a bigger production out of nothing. Part of me just wants to say "forget it, so sorry for wasting your time" and just not do anything further unless prompted by them, but also worried I just put myself on the hook and they'll be expecting me to turn it back in again. There wasn't any due date noted in the return and it wasn't even certified mail, which makes me think even more that this is the least of their concerns. I told other people about it and they basically laughed at me for making a big deal out of $0.38 investment gain that would result in zero impact on my tax return. Should I just say foget it and go on my way, or try to complete it (still confused what I'm supposed to include) and turn it back in?

Ok ... so you sent in only the 1040X & the 1099-B from the broker ???   If so the IRS is rightly confused since you should have also mailed in the Sch D & form(s) 8949 showing the sales. 

 

Now ... if all the sales are COVERED then just stop ... you do not need to amend the return.  Keep the records just in case they send a notice later (doubtful). 

 

However, if any of the were NOT COVERED then mailing in the 1040X again with the Sch D & 8949 would be the correct thing to do.

My apologies for the confusion. Yes, I attached the Sch D and 8949 (just meant forms going along with 1099-B). I was unsure if the columns in part 1 of the 1040-X should have been left blank by TurboTax, as that's what the IRS highlighted (but it seemed they should have been left blank.) But again, I feel like I created a bigger production out of all of this by initiating the ammendment to begin with.

Column A should have had the amounts on the original 1040 that you filed ... if they are not you did not complete the 1040X properly ...  so you can try again if needed ( only needed if there were uncovered sales).  However you will need to also remove what you added in addition to undoing the amendment (see directions below).  Then once the return is backed to how it was filed you can then start the amendment process again ... that way the column A will be populated. 

 

How do I cancel or undo an amended return in TurboTax Online?

If you started amending your tax return by accident and would like to cancel the amendment:

  1. Open your return if it’s not already open.
  2. In the left menu select Cancel amend.
  3. Select Yes, I want to cancel my amended return.

Review  the form 1040X …

Column A should have the figures from the original return, Column C the corrected figures and Column B the differences between the other 2 which needs an explanation on page 2 of the form 1040X.

 

If you completed it correctly you will see an entry on either line 16 OR 18:

On line 16 should be the amount you paid with your original return. If you paid nothing already then this line should be zero.

On line 18 should be the amount of your original refund you received.  If you have not received your refund yet then you need to wait for it.  If the refund changes from what you expected then this line must reflect that change.

 

Then you will see your extra refund on line 22 OR  the new balance due you need to pay on line 20.

So, box 16 and 18 were filled in but TurboTax left the previous columns blank. I tried doing the ammendment again from scratch just to see if they would populate this time, and nothing. Clearly they're being left blank for a reason, or it's just a really bad glitch. All my other info is in there and part 2 and 3 are all filled out accordingly 

But again, there is zero change in any refund or amount owed from my initial return, so would this be why? I would still think the original amounts would need to be in there still even if the new amount is exartly the same. Is ther ever an instance where the columns on the front of the 1040-X would be left blank?

Since IRS "rejected" your 1040-X, it is not filed.

Do nothing.

If there is an issue raised by IRS later over your 1099-B, you can amend at that time.

 

You are obviously having trouble getting TurboTax to generate a correct amended return.
