I tried to file electronically an amended 2023 VA state tax return. I get the following error: Tax Year 2023 transmissions are not available. TurboTax is not ready to process Tax Year 2023for amended returns.
Additionally, on one of the screens after I entered the amount paid or refunded on your original return, my amended return summary states that it didn't detect any differences between my original return and my amended return, and I have to provide an explanation. How does it not recognize a difference in an amended return? This amended return shows a refund, where as the original showed taxes due.
In reviewing the file, it only shows taxes due, not my refund. Something isn't right!

Start Amending in your Federal return by making any changes there (even if you're not Amending it), so that the info flows into your Virginia return.
It sounds like you added a Deduction or Credit, if your original return showed Tax Due, but your Amendment shows a Refund. You'll need to enter an short explanation of what you changed ('Added Child Tax Credit, which was not on original return', for example) for your Form 1040X.
If TurboTax tells you it doesn't see a difference in your Amended Return, look at your Form 1040X. Your change amount will show in Column B, with Original Amount in Column A, and Correct Amount in Column C.
If your Amendment now shows a Refund, continue through your State interview and then you can View/Print/Save your 1040X to be sure it is correct before you file it.

It looks like the issue was that I went straight to my state return to amend it when I should have gone through my federal return and selected the option to amend the state. Thanks for the help.
