On 07/03/2023 I got a code on my transcript 570 on 08/13/2023 I got a code 571 it's going on 2 years and still haven't received my refund what should I do now?

I don't know if you have tried to enlist the IRS Taxpayer Advocate Service, so that's what I would try, and if that's unsuccessful, you could contact your US Congressman's local office to see if they can help you.

So can we assume correctly that this is for a tax year 2022 return that you filed in 2023?
Two years is indeed a long time to be that patient. Is there more to the story? Have you checked on it previously? In those 2 years have you had conversations with the IRS and/or the Taxpayer Advocate Service?
What does the IRS "Where's My Refund" tool show when you choose tax year 2022?
Does that tool show if your 2022 Federal refund was ever sent by the IRS?
If you have or have not done so, you have to contact the IRS.
Expect long hold times at this time.
571 means your hold was released.
A paper check sent to you may have been lost in the mail.
