I received my 1099G after filing my fed and state taxes. I have amended my federal tax and state, Turbo tax e-file the federal and on my state it says it needs to be mailed. Although I don't owe any amount, do I still need to mail the forms?

You don't need to mail the amended return if your tax did not change.
