There is no requirement to pay for the TurboTax account until you are going to e-file or print the tax return.  If your return has Step 2 and Step 3 grayed out and indicating there are forms that need to be finalized then the return is not ready to be filed.

Click on Review and there will be a list of forms and schedules with the dates they will be available.

See this TurboTax support FAQ for IRS forms availability - https://ttlc.intuit.com/questions/1908854-irs-forms-availability-table-for-turbotax-individual-perso...

The IRS will not be accepting any type of 2017 tax return until January 29, 2018

The IRS will hold all 2017 tax returns that have a tax refund which includes EIC and/or the Additional Child Tax Credit util mid-February.  They will release the tax refunds in late February if there are no errors on the tax return.

Most federal and state forms are not yet finalized due to new tax laws. Every year, tax forms get updated. So if your tax return has forms that are not final yet, you will not be able to file the return until they are final. I’ve provided links to both IRS and State form availability tables below.

You should also be able to click on Review to the left, and it will show you a list of forms in your return that aren’t available yet. It should also show date they should become available.
Keep in mind, the IRS will not start accepting e-filed returns until January 29, 2018.

NOTE: Any returns that include Earned Income Credit and/or Additional Child Tax Credit will also be held until around mid-February. And refunds from those returns will start releasing in late February.
