Your VA part-year resident return cannot be efiled until the Federal return has been accepted.

In addition, the VA part-year resident Form 760PY is not scheduled for availability for efiling anyway until 2/03/2017.  See availability table below:

So once your Federal return has been accepted, and once all your state forms in your VA return are available, you can then go back and open up your State return to complete and file it. 

Carefully review it before filing since the forms may have updated since you last worked on it.

NOTE:  When you go back to your account to finish and file your return, you may see a notice to finish and file the state return.  If so, you can follow that path to see if it gets you back to the state return.

If it doesn't, here's a way to open the state return back up:

  • Log in and go to the 2016 Tax Timeline.
  • Scroll to "Some things you can do."
  • Choose "Add a state."  (you're not really adding one; that's just to get the return to open up.)
  • Once the return is open, you can go to the State Taxes tab to complete the state return.  Carefully review it before filing since some of the forms may have updated.
  • Also step through the Review tab.
  • When you go through the FILE tab for efiling, make sure you go all the way to the end and click on "Transmit return now."

What state, and is it a resident, part-year resident, or non-resident return?

Has the efiled Federal return been accepted longer than 24 hours?

I filed for Arizona and Virginia as part resident. The Arizona one is in pending status and the Virginia one says incomplete. The federal is still in pending status as well.

The Federal has to be accepted first.   Arizona pending means its waiting on the Federal, and will be in pending status at least until the Federal is accepted.    Virginia cannot be efiled at all until the Federal is accepted.   I'll leave you some info below about how to proceed with the VA return once the Fed return is accepted,
