Each year, the IRS and state taxing authorities have to update and finalize forms due to tax law changes.  The New Jersey taxing authority has not yet finalized the healthcare forms. 

The full error message in the New Jersey review is "Your return requires the Worksheet L, Shared Responsibility Payment Calculation which has not been finalized. Do not file this return until this calculation is finalized in the upcoming release of TurboTax New Jersey."  The NJ healthcare section, including Worksheet L, will be finalized in a future update once the state of NJ finalizes those forms.
