Your employer withholding can be used in place of estimated tax payments. If you have enough taxes withheld from paychecks (or retirement funds), you are fine and don't need to file estimated tax payments in Arizona.
If you have self-employment income or taxable gains, you would want to make sure enough is withheld from your other pay sources to cover those taxes, or send in an estimates to Arizona.
