First of all, you would be a dual status.  Before July 2018, you are a nonresident filing a Form 1040 if you have any US source income.  You cannot file jointly.  You and spouse have to file separately.  After July 2018, you are a US resident filing a Form 1040 reporting worldwide income.  You can file jointly on your return.

Thanks for your reply.   if I don't have any income in USA before July 2018, can I only fill  1040 form for after July  as married filling jointly and not report any income before that from Netherlands?

You will still need to submit the Form 1040-NR.  Enter all zeros on your Form 1040 NR to show IRS.  

-Resident Alien at End of Year
You must file Form 1040, U.S. Individual Income Tax Return.  If you are a dual-status taxpayer who becomes a resident during the year and who is a U.S. resident on the last day of the tax year. Write "Dual-Status Return" across the top of the return. Attach a statement to your return to show the income for the part of the year you are a nonresident. You can use Form 1040NR as the statement, but be sure to mark "Dual-Status Statement" across the top.

If I fill dual state what should be my  filling status from July-Dec 2018 (filling jointly  or separately)?
