Why did TurboTax take $80 out of my refund instead of the authorized $40?

You likely filed prior to March 1, so the fee for a Federal return in Deluxe Edition would have been 39.99 at that time.

If you chose to pay that fee out of the Federal refund, there is an additional 39.99 service fee for that payment method (44.99 for California filers.)

That method involves opening a temporary bank account in your name at an intermediary bank where the funds are first received from the IRS.  That bank subtracts the fees and pays TurboTax.  Then the intermediary bank closes your temporary bank account.
