I am an actor. My W2 is for a film residual and it's only 38 cents. Turbo Tax is telling me I can't eFile. Is there a way to correct this so I can eFile?

You can disregard this W-2 (and delete it from your tax return). Amounts entered on your tax return are rounded to the nearest dollar. And your W-2 would round to 0.
