My 2017 my state tax was rejected last year. I tried to file my 2018 taxes were rejected. I was using my AGI from 2017. Should I have put .00 in my AGI since I didn't file 2017?

Yes, you can still do your 2018 State Tax Return even if you haven't filed your 2017 State Tax Return yet. And yes, you are correct, you should put -0- zero for your AGI since you haven't successfully filed your State Return for 2017 yet.
