Yes. There is a limit. According to page 3 of the Schedule A form instructions, under the heading, "actual expenses", in general you can deduct the actual amount of state and general sales tax you paid in 2016 if the tax rate you paid was the same as the general sales tax rate. https://www.irs.gov/pub/irs-pdf/i1040sca.pd

Additionally, on pages 4-7 of the Schedule A instructions, they discuss using the optional sales tax tables as a way to calculate your sale tax deduction. Additionally, there is a worksheet that is used to calculate the deduction and it also lets you add specific items, such as your home renovations. Please refer to page 6 under the heading, "line 7" for additional information.
