Yes Medicare satisfies the insurance requirements of the ACA
As pk mentioned above, you may just be asking if Medicare qualifies as minimal essential healthcare coverage to avoid the penalty under the ACA law, in which case it does if you have Medicare A and B, or Medicare A only, or a Medicare Advantage Plan (also sometimes called Part C).

How to answer this screen will depend on whether you had Medicare all year, or whether you had one of these Obamacare/marketplace/healthcare.gov plans for part of the year and then switched to Medicare. If you had Medicare all year for 2017, then on the screen shown below you would say NO, that you did not have one of these plans. If you had Medicare only part-year, and if you had one of the listed plan types part of the year, then you would say YES.
