Since i made under 4000 dollars can i file and my mom still carry me as a dependant or does it have to be one or the other?

Yes if you made less than $4,150 she can still claim you.  You can file your own return.  Be sure to check the box on your return that says you can be claimed on someone else's return.  Go to My Info, Click Ecit by your name and scroll down to number 3.  

If you only got a W2 you don't have to file except to get back any withholding taken out.
